Resumo Neste artigo, procuro refletir sobre o contexto de emergência da lei que torna público o crime da Violência Baseada no Gênero (VBG) em Cabo Verde, ou Lei de VBG, como é vulgarmente conhecida, e sobre o enquadramento dos casos de violência conjugal nas estruturas da Rede Interinstitucional de Atendimento às Vítimas de Violência Baseada no Género (Rede Sol). Para tanto, recupero, num primeiro momento, os temas/questões que permearam os diferentes momentos de discussão (na Comissão de seguimento do projeto-lei e no parlamento: violência contra as mulheres versus violência baseada no gênero, (in)constitucionalidade, desestabilização da família e interferência de agendas globais sobre decisões locais. Num segundo momento, busco entender como se construíram os consensos e se aprovou o referido projeto-lei. Por fim, apresento reflexões sobre esse processo de construção de legalidades de equidade de gênero considerando dimensões globais e locais.
Abstract The article presents the context in which the law that criminalizes Gender-Based Violence (GBV) in Cape Verde, or the GBV Law, as it is commonly known, emerged and examines the framing of cases of marital violence within the structures of Interinstitutional Network for Assistance to Victims of Gender-Based Violence (Rede Sol). To that end, at first, the themes/questions that permeated the different moments of discussion (in both the advisory commission and in the parliament) of the Bill are considered: violence against women vs. gender-based violence, (un)constitutionality, destabilization of the family and interference of global agendas on local decisions. Secondly, I seek to understand how consensus was built and the aforementioned bill was approved, and, finally, I present reflections on this process of construction of gender equality legalities considering global and local dimensions.
